RESOLUTION No. 2"_~_
'vuHEREAS, Section 10-11 of the County Charter requires that any
contract, lease, or other obligation requiring payment of funds from
the appropriations of a later fiscal year or more than one fiscal
year be approved by resolution; and
WHEREAS, the County wishes to enter into a multi-year lease with
purchase options for five (5) years starting from the date of
delivery sometime during the 1990-91 fiscal year for three (3)
bulldozers for West Hawaii solid waste operations; and
WHEREAS, the two (2) County bulldozers are 1974 models acquired
in 1982 with both having developed maintenance costs which exceed
their valuation; and
WHEREAS, both bulldozers are expected to continue to have
frequent breakdowns due to their ages and their longer than designed
for operating hours; and
WHEREAS, rental costs to replace the bulldozers while they are
under repair are expected to exceed $150,000; and
WHEREAS, it is essential to have a minimum of two (2) dependable
bulldozers operating seven (7) days per week at the West Hawaii
landfill; and
WHEREAS, three (3) bulldozers will provide the needed
dependability by reducing the equipment operating time to a normal 5
day per week level and will also allow for servicing, maintenance
and repair downtimes,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII THAT:
1. The Mayor enter into a five (5) year lease agreement with
purchase options for the acquisition of three (3) crawler tractors
with bulldozers for West Hawaii solid waste operations.
2. Sufficient funds be budgeted in future years to cover the
obligations of the County under said lease agreement.
