RESOLUTION No. 23& 90
WHEREAS, Section 10-11 of the County Charter requires that any
contract, lease, or other obligation requiring payment of funds from
the appropriations of a later fiscal year or more than one fiscal
year be approved by resolution; and
WHEREAS, the County wishes to enter into a multi-year lease with
purchase options for five (5) years starting from the date of
delivery sometime during the 1990-91 fiscal year for five (5) truck
tractors for solid waste operations; and
WHEREAS, the County has five (5) 1977 truck tractors which need
to be taken out of regular service due to maintenance costs which
exceed their valuation; and
WHEREAS, rental costs to replace the truck tractors while they
are under repair are expected to exceed $100,000; and
WHEREAS, it is essential to have a minimum of seven (7)
dependable truck tractors operating seven (7) days per week
island-wide; and
WHEREAS, the new truck tractors will have increased
dependability as they will not be subject to repairs caused by age;
and
WHEREAS, the three (3) best 1977 truck tractors will be retained
to allow for servicing and downtimes to reduce the need for rentals.
NOW, THEREFORE, BE IT RESOLVED that the Council of the County of
Hawaii hereby authorizes the Mayor to enter into a five (5) year
lease agreement with purchase options for the acquisition of five
(5) truck tractors for solid waste operations island-wide.
