COUNTY OF HA ~ ~ ~~fATE OF HAWAII ~ ~;.. , ~, ~~' RESOLUTION No. (D~24T2290 WHEREAS, on March 23, 1990, the County Council adopted Resolution No. 151 90, requesting the Planning Director to conduct study to determine the feasibility of amending the General Plan to redesignate the properties identified as TMK: 2-2-33: Parcels 11, 19, 20 and 4, from Medium Density to Industrial Area; and WHEREAS, the Planning Director has informed the County Council via letter and an Analysis, dated September 5, 1990, and further identified as Communication DTo. 1.962, that the Planning Department' feasi.libity study reveals that redesignaticn of the parcels identified above would be an inappropriate land use pattern for the area; and WHEREAS, the Planning Department makes reference, in its Analysis, to the Hilo Community Development Plan's recommendation that the subject area he developed for multi-family residences and/or be kept in open space for recreational purposes; and WHEREAS, the Council. finds that the Hilo Community Development Plan was adopted on May 21, 1975, thereby rendering much of its information and recommendations outdated and inapplicable to today's land use pattern for the Hilo area; and G7HEREAS, the County Council remains convinced that an Industrial Area designation of the parcels identified above would be a more appropriate land use designation for the reasons expressed in Resolution No. 151 90; and WHF,REAS, Section 6B3(c) of the General Plan grants to the Council the authority to direct the Planning Director to initiate the amendment proposed in Resolution No. 151 90. NOF?, THEREFORE, BE IT RESOLVF,D BY THE COUNCIL OF THE COUNTY OF HAWAII that the Planning Director is directed to: a. initiate a General Plan Amendment to redesignate the properties identified as TMK: 2-2-33: parcels 11, 19, ?.0, and 4 from Medium Density to Industrial Area [.]; b. with the input of the affected property owners, evaluate the General Plan Land Use Pattern Allocation Guide Map's designations of the immediately surrounding properties and if so justified, initiate appropriate amendments together with the amendment directed in this resolution. The properties to be evaluated should include, but not necessarily be limited to, those identified by TMK: 2-2-31 10, 11, & 12 and TMK: 2-2-33: 12., 13, & 14; and c. suggest appropriate measures or conditions wherein the industrial uses would be coastal related and aesthetical sensitive to the surroundina_ open space and recreational uses. BE IT FURTHER RESOLVED that the Clerk of the County of. Hawaii is directed to transmit copies of this resolution to Mayor Larry S. Tanimoto, Planning Commission Chairman Fred Y. Fujimoto and Planning Director Duane Kanuha.
