GIHEREAS, the 16th Hawaii State Legislature and Governor John
Waihee strongly supported Act 189 which appropriated funds to
address the growing youth gang problem on a state-wide basis; and
WHEREAS, Act 189 points out that gang delinquency tends to
appear in communities that "fail to offer the types of activities
which foster in adolescents a sense of challenge, purpose, and
belonging, and which fail to recognize and effectively assist youths
who are at-risk;" and
WHEREAS, youth without adequate adult guidance and direction are
at risk of getting into trouble through drug and alcohol use,
vandalism, littering, harassment, disturbing the peace and illegal
gana activities; and
WHEREAS, many youths who face a variety of language, cultural,
social and economic barriers tend to form gangs instead of
participating i^ community activities; and
WHEREAS, the Hawaii County Council approved the concept of
formulating a youth policy on September 19, 1990, as documented in
Attachment A, HSRC Report No. 60; and
WHEREAS, some State agencies and private organizations in the
county of Hawaii have programs that address youth at-risk, including
youth who have already gotten into trouble with the law; and
WHEREAS, these State and private agencies have gained
considerable knowledge of the needs and the programs for youth
at-risk and could offer valuable assistance to the County in the
development of a youth policy.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it examine the present use of County resources for
at-risk youth by asking the Director of Parks and Recreation to work
with his department and the Police Department to conduct a study to
(1) identify and prioritize geographical areas with high numbers of
at-risk youth; (2) to determine the availability of County-operated
youth programs and facilities for programs in those geographical
areas identified as high priority; and (3) to identify needs for
more staffing for at-risk youth programs; and to submit a report to
the Council by February 28, 1991.
BE IT FURTHER RESOLVED that the County, after providing an
opportunity for input from the State and private agencies operating
programs for at-risk youth, adopt a youth policy that targets
at-risk youth and fosters in them a sense of challenge, purpose and
belonging through activities designed to bring them into the
mainstream through recreation, culture and arts and community
service.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable Mayor Larry
Tanimoto; Mr. George Yoshida, Director, Department of Parks and
Recreation; and Police Chief Victor Vierra.
