RESOLUTION No. 2'4's 90
WHEREAS, the condition of the surface of the County roadway that
passes through Waimea is in the worst state of repair than any
County roadway on the island; and
WHEREAS, the following factors have contributed to this
condition and have hampered adequate repair and maintenance to this
stretch of highway:
1. Waimea town is the central point of the island and thereby
is the focal point of almost all Eastbound and Westbound
vehicular traffic on the island.
2. The latest traffic count at the main intersection in Waimea
shows a count of 12,751 cars that travel there daily and 12~
of this traffic is high axle weight trailers which equate to
9,600 cars for each pass in equivalent damage to the road
surface.
3. The district of South Kohala receives only 6.94 of fuel tax
funds on an apportionment formula which directs the
expenditure of highway repair.
4. The Waimea Bypass Highway would mitigate traffic through
Waimea and ease the problem, however, this proposed project
is years away from a reality.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it recognizes the unique traffic situation experienced
in Waimea and urges the County Administration to address road
resurfacing repairs of the County road in Waimea in a more equitable
manner.
BE IT FURTHER RESOLVED that the Administration be directed to
allocate funds for the immediate upgrading of this highway to
acceptable standards.
BE IT FURTHER RESOLVED that the County Clerk is hereby
instructed to send a copy of this resolution to Mayor Larry Tanimoto
and the Chief Engineer of the Department of Public Works.

Your Committee on Finance, to which was referred Resolution
No. 246-90, reports as follows:
The purpose of Resolution No. 246-90 is to direct the Administration
to allocate funds for the immediate upgrading and resurfacing of the
Waimea highway to acceptable standards. It urges the Administration
to recognize the highway's unique conditions and reassess the
present 6.94 percent apportionment of fuel taa funds which is
considered inequitable.
The stretch of highway through Waimea is said to be in the worst
state of repairs and a recent traffic pool showed that about
12,751 vehicles travel daily on this route. Of the total, about
12 percent are heavy trailers which have an impact on the road
surface comparable to 9 600 passenger vehicles.
Waimea is the central point of almost all eastbound and westbound
vehicular traffic on the island. A proposed Waimea Bypass Highway
would relieve traffic conditions; however, realization of the bypass
highway appears years away.
Your Committee on Finance concurs with the intent of Resolution
No. 246-90 and recommends its adoption.
