Re: Res. 247-90/PWC-129 COUNTY OF HAV16,A ~..~$TATE OF HAWAII RESOLUTION No. 24'y 90 WHEREAS, the amount of solid waste generated in the County of Hawaii has increased dramatically over the years and will continue to do so as our population and development activity increases; and WHEREAS, current landfill capacities are rapidly diminishing which compels the County to re-examine its present waste management practices; and WHEREAS, the Hawaii County Council, in the budget for fiscal year 1990-91, appropriated funds for the establishment of an integrated waste management program; and WHEREAS, the Department of Public Works is in the process of requesting proposals for alternative waste management programs such as recycling; and WHEREAS, the County Council finds that the county must take a comprehensive approach to waste management and establish a plan to guide our integrated waste management program; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Department of Public Works is directed to utilize funds appropriated for the integrated waste management program to prepare an integrated waste management plan which shall include, but not be limited to, elements addressing the following: 1. identification of significant waste management problems facing the county, 2, analysis of the County of Hawaii waste stream, 3. source reduction, 4. recycling, 5. composting, 6. hazardous and toxic waste disposal, 7. abandoned vehicles, 8. waste-energy generation, 9. countywide siting of various waste disposal facilities, 10. scenarios and timetable for plan implementation, 11. equipment and personnel needs for plan implementation, and 12. financial and other resources necessary for plan implementation. BE IT FURTHER RESOLVED that in order to protect the health and safety of our residents from potential adverse environmental impacts from landfilling, the State Department of Health is requested to assist the County in the development of its integrated waste management plan. RESOLUTION N0. 2'~"r 9O BE IT FURTHER RESOLVED that the Department of Public Works is requested to submit its plan to the Council for review and adoption. BE ZT FURTHER RESOLVED that copies of this resolution be transmitted to the Honorable Governor John D. Waihee; Dr. John C. Lewin, Director, Department of Health; Larry Tanimoto, Mayor, County of Hawaii; and Bruce McClure, Chief Engineer, Department of Public Works. Your Committee finds that it is in the public interest fur the County to re-examine its present waste management practices; take a comprehensive approach to waste management and establish a plan to guide the integrated waste management program.
