WHEREAS, the communities within the North Hilo District have
expressed extreme concern about the proposal to merge the police
operations affecting the police stations of North Hilo and Hamakua;
and
WHEREAS, the proposal transfers all records, files and reports
to Hamakua; eliminates the North Hilo District Police Captain's
position; assigns all patrol officers to Hamakua and be supervised
by that district's police captain; and
WHEREAS, the North Hilo Police Station is strategically located
along the major Belt Highway between the South Hilo headquarters and
the Hamakua Police Station and provides immediate response to
hazardous traffic and roadway conditions caused by adverse weather
conditions; and
WHEREAS, with the steady expansion of tourism and the growth of
the County's population, traffic volume will invariably grow placing
extra burden on the inadequate 2-lane roadway winding through three
of the island's huge gulches; and
WHEREAS, traffic law enforcement and responses to more highway
traffic accidents will increase as attest to the information
contained in the 1987 State of Hawaii Data Book---

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Hawaii County Police Chief, Victor Vierra, is
requested to retain and maintain the Laupahoehoe Police Station with
the appropriate personnel, in view of the serious concerns expressed
by the residents of the North Hilo District.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to Mayor Larry Tanimoto and
Police Chief Victor Vierra.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CO[JNTY OF
HAWAII that the Hawaii County Police Chief, Victor Vierra, is
requested to retain and maintain the Laupahoehoe Police Station as
it is presently manned with a complement of 1 sergeant, 10 patrol
officers and 1 police operations clerk, in view of the serious
concerns expressed by the residents of the North Hilo District and
also based or, the reorganization study conducted in 1974 for the
Hawaii County Police Department wherein every recommended
reorganization's alternative favored the retention of the country
stations fully staffed in all of the districts.
BE IT FURTHER RESOLVED that the Clerk of the
transmit copies of this resolution to Mayor Larry
Police Chief Victor Vierra.
