Your Committee on Finance, to which was referred Resolution
No. 252-9Q, reports as follows:
The purpose of Resolution No. 252-91 is to create 12 new positions
in the Department of Parks and Recreation to administer State funds
allocated by the State Committee on Children and Youth to start the
Prime Time After School program for teens in the outlying districts
of Waimea, Honokaa and Pahoa, effective January 7, 1991.
Your Committee notes the subject resolution was deferred during the
November 27, 1990 Finance Committee meeting, pending assurances from
the State for total project funding.
in this regard, your Committee cites a memo from the Director of
Parks and Recreation, dated February 1, 1991, wherein she states the
County is unable at this time to fund $46,000 (County portion)
needed to institute the subject program.
Your Committee concludes that State funding for the entire program
is not forthcoming and concurs that the County is unable to
appropriate needed funds to institute this program.
Your Committee on Finance recommends that the file on Resolution 252
be closed.

RESOLUTION No. 2~~ ~0
WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council...", and
WHEREAS, the State Committee on Children and Youth allocated
funds to start the Prime Time After-School Program for teens in
Waimea, Honokaa, and Pahoa effective January 7, 1991; and
WHEREAS, participants will be required to pay program fees as
follows:
$ 5 per quarter for students on total lunch subsidy
$20 per quarter for students on partial lunch subsidy
$90 per quarter for regular students; and
WHEREAS, the Prime Time After-School Program will provide a
structured after-school recreational program as an alternative to
drug/substance abuse, youth gangs; provide homework assistance,
tutoring and counseling services; provide opportunities for teens to
develop leadership and service oriented skills through club work,
etc.; and
WHEREAS, three (3) Site Coordinator SR-20 positions, six (6)
Program Technician SR-11 positions, and three (3) Building Custodian
1/4T WB-2 positions will be required to carry out this program;
NOW, THERFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that three (3) Site Coordinator SR-20 positions, six (6)
Program Technician SR-11 positions, and three (3) Building
Custodian 1/4T WB-2 positions be created for the Waimea, Honokaa and
Pahoa districts.
BE IT FURTHER RESOLVED that these positions would be paid by
State funds as well as from private contributions.
BE IT FURTHER RESOLVED that in the event State funding is no
longer available, the Prime Time After-School Program shall be
terminated, unless other funding sources are available.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks & Recreation, Civil Service,
and Finance.
