WHEREAS, Section 10-11 of the County Charter requires that any
contract, lease, or other obligation requiring payment of funds from
the appropriations of a later fiscal year or more than one fiscal
year be approved by resolution; and
WHEREAS, a bid for Wang computer systems hardware maintenance
and software support coverage was conducted, and Wang Laboratories,
Inc. was the only bidder; and
WHEREAS, Wang offers a "one-stop" vendor support for all of our
Wanq computer systems on an island-wide basis; and
WHEREAS, Wang commits to basing one additional customer support
engineer on the Island of Hawaii to provide the County of Hawaii
agencies with improved response time and quicker resolution of
problems; and
WHEREAS, Wang's new "Global Maintenance Plan" offers superior
coverage at a lower price than what County agencies are currently
receiving; and
WHEREAS, the new plan will offer substantial discounts ranging
from 20% for the monthly payment plan option to 30% for the annual
payment plan option; and
WHEREAS, the 30% discount would yield approximately $100,000
savings a year; and
WHEREAS, the current plan provides for only 8 hour daily
coverage Monday through Friday and requires an additional 15%
payment for extended hours coverage, while the new plan offers 12
hour daily extended coverage Monday through Friday at no additional
charge; and
WHEREAS, the new plan offers consolidated invoicing and a common
billing cycle for all County agencies, making for reduced paper
work, easier budgeting, and savings of clerical hours; and
WHEREAS, the County wishes to
with Wang Laboratories, Inc. for
hardware maintenance and software

WHEREAS, this multi-year contract will not extend beyond June
30, 1994,
NOW, THEREFORE, BE IT RESOLVED that the Council of the County of
Hawaii hereby authorizes the Mayor to enter into a computer hardware
maintenance and software support contract with Wang Laboratories,
Inc.
