Home My WebLink AboutRES 272 Draft 02 1988-1992COUNTY OF HAWA#~ , ;,~ ~~TATE OF HAWAII RESOLUTION No. 2'72 91 (Draft 2) WHEREAS, volcanic emissions appear to adversely affect the respiratory health of residents of the County of Hawaii; and WHEREAS, the Hawaii Vog Authority, composed of representatives from federal, state, county and private agencies, was established for the purpose of sharing information on the effects of volcanic emissions from Kilauea Volcano eruptive activity and coordinating responses to the public health hazards of vog; and WHEREAS, the Hawaii Vog Authority, in order to protect public health, determined that the key tasks are to identify the chemical constituents of volcanic emissions and to monitor the levels of those constituents; and WHEREAS, the State Department of Health has provided funding for fiscal year 1990-91 to the University of Hawaii School of Public Health to be utilized by the American Lung Association to operate air sampling stations in the districts of Hilo, Puna and Kona and to analyze the chemical constituents of the samples; and WHEREAS, the Hawaii Vog Authority has determined that the American Lung Association project to sample and analyze volcanic emissions plays a critical role in providing the necessary data to establish a program to notify the public regarding health hazards; and WHEREAS, the University of Hawaii School of Public Health and the American Lung Association want to continue the volcanic emissions sampling and analysis program; and WHEREAS, the Hawaii Vog Authority on October 23, 1990 adopted a position to support State funding for FY 1991-92 to continue the sampling and analysis programs. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports the Hawaii Vog Authority's position and urges the State Legislature to approve the funding that would enable the critical sampling and analysis of volcanic emissions to continue. BE I'P FURTHER RESOLVED that the Clerk of the County of Hawaii transmit a copy of this resolution to the Honorable Richard S.H. Wong, President of the Senate; the Honorable Daniel J. Kihano, Speaker of the House; the Honorable Mike McCartney, Chair, Senate Education Committee; the Honorable Mary-Jane McMurdo, Chair, Senate Health and Human Services Committee; the Honorable David Ige, Chair, House Higher Education and Arts Committee; the Honorable James Shon, Chair, House Eiealth Committee; Dr. Jerrold M. Not the least of these impacts is the output of volcanic emissions that has effected the quality of air on the Big Island, which in turn has effected the respiratory abilities of some of our citizens. In response to these impacts the Hawaii County Council participated with other public and private agencies in discussions regarding these issues. Subsequently, the Hawaii Vog Authority was established and has focused its efforts on the continued sampling and analysis of these volcanic emissions. The Authority's members include Councilwoman Merle K. Lai; Councilman Harry S. Ruddle; Mr. Harry Kim, Administrator, Hawaii County Civil Defense; Dr. Sam Ruben, Administrator, District Health Service; Ms. Rosalind Ishisaka, District Office Manager, Department of Agriculture; Mr. Hugo Hur.tzinger, Superintendent, Hawaii Volcanoes National Park; Ms. Amy Hamane, Administrator, American Lung Association; Ms. Ann Nies, West Hawaii Program Assistant, American Lung Association Dr. Fred Holschuh, President, Hawaii County P4edical Society; Mr. Barry Stokes, Physical Science Technician, Hawaii Volcano Observatory; Dr. Jack Fujii, Dean, College of Agriculture, UHH and myself.
