RESOLUTION No. 273 91
AMENDING RULE 9 OF THE RULES OF PROCEDURE OF THE COUNCIL OF THE
COUN'T'Y OF HAWAII RELATING TO THE COMMITTEE OF THE WHOLE
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Rule 9 of the Rules of Procedure of the Council of the County of
Hawaii is hereby amended to read:
"RULE 9"
COMMITTEE OF THE WHO
The council may, as the need arises, resolve itself into a
committee of the whole by the adoption of a motion to the effect.
The chairperson of the council shall remain as chairperson of the
committee of the whole unless otherwise specified by a majority of
the members of the council.
Tt~e rules of procedure wY~ich govern the council shall be
observed in any committee of the whole except that any member may
speak more than once on the same subject, but not until every member
choosing to speak shall have spoken.
The county clerk shall be the clerk of the committee of the
whole and shall make a complete record of the proceedings thereof
which shall be kept as one of the public records of the council.

the title by the county clerk. The body of the bill or resolution
shall not be defaced or interlined; but all amendments, noting `_he

Your Committee on Finance, to which was referred Resolution 273-91,
reports as follows:
Resolution 273-91 proposes to amend Rule 9 of the Rules of Procedure
of the Council relating to the Committee of the Whole by expanding
the scope and function to include matters related to the
establishment of the annual County operating and capital budgets.
Your Committee on Finance concurs with the intent and purpose of
Resolution 273-91 and recommends its adoption.
