APPRO'JING, ADOPTING AND RATIFYING THE FINAL REPORT OF
THE CHIEF ENGINEER OF THE COUNTY OF HAWAII RELATING TO
"IMPROVEMENT DISTRICT NO. 17 - KALOKO SUBDIVISION," KALOKO,
DISTRICT OF KONA, COUNTY OF HAWAII, AND AUTHORIZING THE CHIEF
ENGINEER OF THE COUNTY OF HAWAII TO CALL FOR BIDS ON THE BASIS
THEREOF.
WHEREAS, the County Council of the County of Hawaii by
Resolution No. 249-90, adopted on November 21, 1990, created,
defined and established "Improvement District No. 17, Kaloko
Subdivision," Kaloko, District of Kona, Hawaii; and,
WHEREAS, the County Council in said Resolution No. 249-
90 further defined the kind, extent and general details of the
proposed improvements and the materials to be used, and directed
the Chief Engineer of the County of Hawaii to prepare a final map
of the Improvement District showing the improvements therein to
be made, together with final plans, drawings, details and
specifications for the work, all in such form as will readily
permit and encourage genuine competition between contractors
insofar as the materials specified will permit of such
competition; and,
A'HEREAS, in compliance with said Resolution No. 249-90,
the Chief Engineer of the County of Hawaii has submitted to this
Council his final report, including the form of proposal, form of
contract, form of bond, final map and final details, plans and
specifications for the construction of the improvements in the
said Improvement District, said final report being dated
January 15, 1991, and being in all respects in accordance with
the directions of Resolution No. 249-90; and,
WHEREAS, said final report and the matters therein
contained have now been further and fully considered by this
Council;
NOW, THEREFORE, be it Resolved by the County Council of
the County of Hawaii,
I.
That said final report of the Chief Engineer of the
County of Hawaii relating to "Improvement District No. 17 -
Kaloko Subdivision," Kaloko, Hawaii, dated January 15, 1991 and
including a final map of said Improvement District, plans,
profiles, detail specifications, form of proposal and form of
contract and bond be and the same is hereby approved, adopted and
ratified as presented and is now on file with the County Clerk
and incorporated herein by reference.
II.
That the Chief Engineer of the County of Hawaii, on
behalf of this Council, and in the manner prescribed by law be
and is hereby authorized and directed to issue a call for tenders
upon the aforesaid work to be done within said Improvement
District, on the basis of the Chief Engineer's final report and
proposal, conditioning acceptance thereof upon the availability
of funds from proceeds of the sale of Improvement District bonds

to be issued hereafter, and bids are to be submitted and bidding
closed by 2 o'clock p.m., March 7, 1991 said date being more than
two (2) weeks after the date of the first publication of the
aforesaid call, including Sundays and holidays.
III.
The Clerk of the County of Hawaii shall transmit copies
of this resolution to the Petitioner and the Chief Engineer.

SUBJECT: FINAL REPORT - IMPROVEMENT DISTRICT N0. 17, KALOKO SUBDIVISION
KAL0K0, DISTRICT OF NORTH KONA, HAWAII
In accordance with Resolution No. 249-90, adopted November 21, 1990, we
submit this final report for your review and approval.
Attached for your review and adoption is the resolution approving,
adopting and ratifying this final report and authorizing this department
to call for bids for the construction of improvements. To expedite
submission, it is currently being reviewed by the Corporation Counsel;
and we are optimistic that they will be able to report their findings at
the January 22, 1991, meeting of the Public Works Committee.
The following will be submitted by Friday, January 18, 1991, under
separate cover:
1. Final construction plans, details and specifications for the
improvements in such form as will readily permit and encourage
genuine competition between contractors in so far as the materials
specified will permit.
2. Form of proposal, contract and bond for use in bidding and awarding
the construction contract for improvements.
3. Corrected final improvement district map showing the roadway and
other special improvements.
