WHEREAS, Section 401(a) of the Water Resources Development Act
of 1986 (Public Law 99-662) authorizes the construction of the
Alenaio Stream Flood Control project; and
WHEREAS, Section 102(k) of the Water Resources Development Act
of 1990 (Public Law 101-640) authorizes an increase in the project
cost to $12.06 million (Federal portion $7.73 million/Non-Federal
portion $4.33 million); and
WHEREAS, the County is responsible for providing all lands,
easements, rights-of-way, and dredged material disposal areas
required for the project and perform all related necessary
relocations; and
WHEREAS, the non-Federal construction works for the Alenaio
Stream project require designs for bridge replacements and utilities
relocations; and
WHEREAS, release of the construction funds for the Alenaio
Stream Flood Control Project, as authorized by Act 316, LH 1989, as
amended by Act 299, SLH 1990, of $4.1 million has been authorized by
John Waihee, Governor of the State of Hawaii; and
WHEREAS, the $4.1 million allotment includes $486,000 for the
•acquisition of land parcels within Wailoa River State Recreational
Park; and
WHEREAS, the State will turn these parcels over to the County of
Hawaii at no cost; therefore, the County could be credited for the
appraised value of the land; and
WHEREAS, that portion of the funds would then be available for
use in inflation, survey costs, COH "in-house" labor costs,
increased costs for non-Federal plans, etc.,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports the construction of the Alenaio Stream Flood
Control project.
