Home My WebLink AboutRES 289 Draft 01 1988-1992COUNTY OF HAW,/1:;;;;,STATE OF HAWAII RESOLUTION No. 2.89 91 WHEREAS, papaya is a principle crop in the State of Hawaii and ranked third in value among diversified crops; and WHEREAS, the papaya industry contributes over $14.5 million per year to the State's economy and supporter 400 growers and seven packing facilities employing approximately 500 people; and WHEREAS, 97~ of the papaya production is centered in the Puna District of the County of Hawaii; and WHEREAS, on December 20, 1989, the U.S. Environmental Protection Agency proposed to cancel 45 to 55 registered uses of the ethylene bisdithiocarbamate (EBDC) fungicides including it's use on papayas; and WHEREAS, EBDC fungicides are used extensively in papaya culture in Hawaii due to it's effectiveness to control fruit diseases caused by Phytopthora palmivora and other fungi; and WHEREAS, based on the EBDC residue study on papayas conducted by the Hawaii Papaya Industry Association, the maximum estimated cancer risk from EBDC use on papayas is 1.3 x 10-8 which is much lower than the current EPA estimated lifetime cancer risk from EBDC use on papaya of 1.8 x 10-~; and WHEREAS, the alternate registered fungicide for papaya chlorothalonil, causes serious fruit scalding during USDA-APHIS required quarantine heat treatments, and causes serious allergic reaction to many field workers; and WHEREAS, with the loss of EBDC registration, the continued market potential for Hawaii's papaya export industry will be significantly threatened and the commercial production of papayas in Hawaii may be substantially reduced; and WHEREAS, the reinstatement of EBDC fungicides for use would provide very significant benefits to the papaya producers. NOFI, THEREFORE BE IP RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the U.S. Environmental Protection Agency is urged to consider reinstatement of EBDC fungicides use for papayas at least until effective alternative treatment is developed. BE IT FUR'iHER RESOLVED that the University of Hawaii College of Tropical Agriculture and Human Resources is requested to continue to research alternative methods of fungus control that would enhance the viability of the papaya industry and provide for the protection of public health. BE IT FURTHER RESOLVED that the Governor's Agriculture Coordinating Committee is requested to continue providing funds to the University of Hawaii College of Agriculture and Human Resources for the development of alternative methods of fungus control for papaya.
