RESOLUTION No. 29-= WHEREAS, the Hawaii County Council views the tourist industry as an integral part of Hawaii County's overall economic development program; and WHEREAS, volcanic eruptions have always played a major role in attracting visitors to our island; and WHEREAS, the vicinity around Glenwood County Park has proven to be one of the better sites from which to view the cinder cone known as Pu'u 0'o which was formed by the on-going eruption of Kilauea's East Rift which began January 3, 1983; and WHEREAS, numerous visitors and residents frequently stop along the roadside in Glenwood to view Pu'u 0'o and its associated plume emissions and night-time volcanic glow; and WHEREAS, hazardous conditions are created by the numerous cars, buses, trucks and other vehicles parked on both sides of State Highway 11, with operators and passengers of these vehicles frequently crossing the roadway; and WHEREAS, the Glenwood County Park cannot accomodate further expansion and currently provides no formal parking area; and WHEREAS, the State of Hawaii currently owns two parcels of land adjacent to Glenwood County Park that equal 1.077 acres and that could cumulatively be developed into a scenic overlook; and WHEREAS, the County Council believes that the development of an orderly and convenient viewing area will insure the safety of our residents and visitors. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it requests the Director of the Department. of Transportation to assess the feasibility of establishing a scenic overlook on the State owned parcels adjacent to the Glenwood County Park and that he work with the Director of the County Department of Parks and Recreation to coordinate efforts. BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the Honorable Governor of the State of Hawaii, John D. Waihee; Mr. Edward Hi rata, Director, State Department of Transportation; Senator Andrew Levin, State Senate; and Representative Jerry Chang, House of Representatives the Honorable Mayor of the County of Hawaii, Lorraine R. The Council's primary concern with this area of Highway 11 is the need for increased public safety. Numerous accidents have already occured in the vicinity, including two fatalities involving tourists. Although time is running short for this legislative session, the Council would appreciate any efforts that would enable the development of the appropria`_e feasibility study.
