RESOLUTION No. ~'~~ v1
WHEREAS, pursuant to Section 46-32, Hawaii Revised Statutes, the
council of any county may appoint and employ personnel as it deems
necessary and prescribe their powers, duties and compensation; and
WHEREAS, the recent establishment of Council Legislative
Assistants has created a need to reorganize the Legislative
Auditor's office; and
WHF,REAS, the following exhibits are attached in support of the
Legislative Auditor's reorganization:
Exhibit A - Organization Chart
Exhibit B - Program Justification; and
WHEREAS, in order to provide for the necessary flexibility and
independence in work assignments, the following position changes are
being recommended:
Change one position Senior Clerk-Typist SR-10 to one position
Personnel/Senior Account Clerk SR-13
Create one position Administrative Assistant to Legislative
Auditor SR-16; and
WHEREAS, pursuant to Section 3 (E) of Ordinance 90-76, the
Salary Ordinance of 1990, the Director of Personnel has assigned the
aforementioned exempt positions to the respective classification and
pay grades.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended as follows:
SECTION 8.01 Office of the County Council
Change one (1) position Senior Clerk-Typist SR-10 to
one (1) position Personnel/Senior Account Clerk SR-13
Create one (1) position Administrative Assistant to Legislative
Auditor SR-16.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the County Clerk's Office and the Departments of
Civil Service and Finance.

PROGRAM JUSTIFICATION
Background
At its January 15, 1991 meeting, the Council adopted
Resolution 269-90 which reduced the staffing level in the
Legislative Auditor's office and created Council Legislative
Assistant positions for each councilmember. This redirection in
staff relieved the Legislative Auditor's office from the
responsibilities of servicing councilmembers and Council
committees.
The opportunity is now available for the Legislative Auditor's
office to reorganize itself in a manner which the Charter
Commission intended. The Charter Commission recognized that the
Council would need a body by which to conduct their
investigations. They recognized that the Council would need to
have reviews of programs, budgets and operating procedures.
It has been twenty years since this early discussion of the
legislative auditor transpired. Today the Council's needs for
research and review are well beyond those early discussions.
Today, the programs and services offered by the county are very
complex and far-reaching.
Reorganization
Although the present Legislative Auditor's staff consists of
four personnel, the organizational chart reflects future
expansions which will bring the Legislative Auditor's program to a
functional level. It is recognized that the additional positions
will have to be phased in over a period of time.
In order to maximize the utilization of existing personnel,
more independence and flexibility is being incorporated into their
positions.
As indicated by the organizational chart, five functional
areas are being proposed, namely:
1. Legislative Support
2. Land Use - Planning
3. Program Reviews
4. Budget - Finance
5. Support Services
As envisioned, the Legislative Support section will be
responsible to service the Council at such a level which will
enable the Council to participate effectively at the State
Legislature.
The Budget and Finance section will provide the necessary
assistance to conduct budget and program planning reviews and
analysis. It is also anticipated that this section may conduct
certain reviews of fiscal procedures.
The Land Use - Planning section will review the various
planning documents and procedures to insure that the General Plan
is being supported by current and functional documents and
procedures.
Program Reviews will involve investigations of various
programs approved by the Council to insure that the Administration
is in fact carrying out the intent of the Council. Program
reviews may also include sunset evaluation and unless the Council
shall favorably authorize its continuance the program shall be
terminated. This section will probably require the largest
personnel as each review will require the development of a review
plan and much time will be spent away from the main office area.
Program reviews not envisioned to include entire departments.
Support Services includes the clerical support to service the
four other sections.
Recommendation
Recognizing that the immediate financial situation may not be
able to accommodate the full expansion of the Legislative
Auditor's staff, it is recommended that the Legislative Auditor's
office remain at its present size for the balance of this term.
However, existing staff positions need be amended to allow for
more flexibility and independence.
It is further recommended that the Legislative Auditor's staff
expand in the following phase:
