RESOLUTION No. 309 91
WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, the Kona District covers 794 square miles and has 155
miles of County roads to maintain - from Puuwaawaa Ranch to
Honomalina; and
WHEREAS, the Puna District covers 996 square miles and has 211
miles of County roads to maintain - from Kapoho to Volcano; and
WHEREAS, one Overseer and one Supervisor II must do all of the
planning, assigning, directing and supervising of the 16 Unit I
employees assigned to each of these districts; and
WHEREAS, the two supervisors of these two districts must (1)
inspect the roads; (2) investigate complaints; (3) keep records of
costs, prices, repairs, complaints, accidents, chemicals, work data
and inventories; (4) train or provide training on a variety of
subjects; (5) prepare annual work schedules; and (6) do all other
related activities required (e.g., respond to Civil Defense
callouts, assist others, and be present at meetings); and
WHEREAS, both the Kona and Puna Districts are too large for the
two supervisors to cover the area necessary to provide proper
directions and supervision; and
WHEREAS, a third supervisor for each of these two districts
would raise the frequency and level of inspections, planning and
supervision of the workforce; and
WHEREAS, funds are available in the Contingency Account of the
Highway Fund,
NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that two (2) Road Construction & Maintenance Supervisor I
WF-10 positions be created.
BE IT FURTHER RESOLVED that $12,942 be transferred to the Kona
Road Regular Salaries and Wages account and $12,942 be transferred
to the Puna Road Regular Salaries and Wages account of the
Department of Public Works from the Contingency Account of the
Highway Fund.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Civil Service, Finance and Public
Works.
