RESOLUTION No. "~~3 Q~.
WHEREAS, the U.S. Department of Housing and Urban
Development (HUD) withheld one percent of the Fiscal Year 1990
Appropriation from the 1990 Community Development Block Grant
Program (CDBG); and
WHEREAS, HUD has released the withheld funds and is
distributing the funds to the Grantees; and
WHEREAS, the County of Hawaii will receive an additional
$10,400.00 which will increase our 1990 CDBG total from
$1,027,000.00 to $1,037,400.00; and
WHEREAS, HUD has advised the County of Hawaii that it will
accept an amendment to the 1990 CDBG Small Cities Application;
and
WHEREAS, the primary objective of the CDBG program is the
development of viable communities, by providing decent housing
and suitable living environments and expanding economic
opportunities, principally for person of low and moderate income;
and
WHEREAS, it is required by HUD that the County of Hawaii
submit a certification assuring conformance to related rifles,
regulations and laws of the CDBG Program; and
WHEREAS, a timely submission of the amendment to the 1990
CDBG Small Cities Application, in accordance with the appz•opriate
federal regulations, is necessary; and
WHEREAS, the Hawaii County Housing Agency on March 27, 1991,
approved the amendment to the 1990 CDBG application which adds
the $10,400.00 to the Stewart B. McKinney Matching Funds and
Other Homeless Activities Project; and
WHEREAS, the total funds for the Stewart B. McKinney
Matching Funds and Other Homeless Activities Project will
increase from $200,000.00 to $210,400.00.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor of the County of Hawaii, is hereby
authorized to execute and submit the attached 1990 CDBG amended
application and any other related documents necessary to process
the amended application to HUD.
BE IT FURTHER RESOLVED that the Mayor is designated to act
as the representative of the County.
BE IT FURTHER RESOLVED that the County of Hawaii will comply
with the certification attached to the amended CDBG application.

The Office of Housing and Community Development (OHCD) has
submitted to the Hawaii County Housing Agency (HCHA) the
following resolutions:
1) Resolution authorizing the Mayor of the County of
Hawaii to execute and submit the 1989 Community
Development Block Grant (CDBG) amended Application
to U.S. Dept of Housing and Urban Development
(HUD).
2) Resolution authorizing the Mayor of the County of
Hawaii to execute and submit the 1990 CDBG amended
Application to HUD.
The HCHA has reviewed and approved the resolutions at its meeting
of March 27, 1991. Accordingly, I am requesting that the
resolutions be included on the Council agenda for action at its
April 3, 1991 meeting.
