RESOLUTION No,

WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, the Regional Complex (Hoolulu Park Complex) Comprises
of the Dr. Francis F.C. Wong Stadium, Afook-Chinen Civic Auditorium,
Skeet Range, Hilo Drag Strip, Edith Kanakaole Multi-Purpose Stadium,
Walter Victor Stadium, and Seven Seas Luau House; and
WHEREAS, personnel assigned to the Complex must provide the
public and sponsors of events with clean, safe, and well-maintained
facilities; and
WHEREAS, most facilities require that they be cleaned and ready
for use by a certain time; and
WHEREAS, having two employees cleaning up in a four-hour span is
faster than one employee working an eight-hour span; and
WHEREAS, having two (2) half-time positions rather than one (1)
full-time position should result in less call-back overtime since
the work hours can be better scheduled to meet pressing deadlines;
and
WHEREAS, the number of facilities used simultaneously
necessitates the splitting of one (1) full-time position to two (2)
half-time positions; and
WHEREAS, a convenient time to change a full-time position to two
half-time positions would be when a position is vacant; and
WHEREAS, Position No. 2032, Facilities Maintenance and Service
Worker I, WB-3, is presently vacant; and
WHEREAS, additional funds in the salaries and wages account of
the Hoolulu Park Complex are not needed.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position No. 2032, Facilities Maintenance and Service
Worker I, WB-3, be deleted and two (2) Facilities Maintenance and
Service Worker I 1/2T, WB-3 positions be created.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks and Recreation, Civil
Service and Finance.
