RESOLUTION No. 32~ n2
WHEREAS, pursuant to County Charter Section 3-14 interim
amendments to the Salary Ordinance may be made by resolution; and
WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, 75 Special Disaster Vouchers with an annual contract
authority of $588,825 was awarded to and accepted by the County of
Hawaii in March, 1991; and
WHEREAS, this is an increase of one (1) full-time workload
equivalent; and
WHEREAS, HUD provides funding for administrative fees, which at
full lease-up will generate $40,316 a year to pay for OHCD expenses;
and
WHEREAS, by creating a Housing Aide II, SR-11 position at a cost
of $2,424 a month (salary, taxes, fringe benefits, mileage, etc.),
OHCD will be obtaining more than $3,307 a month in administrative
fees; and
WHEREAS, additional funds are being appropriated into the
Salaries and Wages Account of the Housing Fund to fund this position.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended for the following
department:
SECTION 8.02(d) OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT.

BE IT FURTHER RESOLVED that additional funds for the newly
created position is to be appropriated into the OHCD Regular
Salaries and Wages account.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Civil Service, Finance and Housing.
