WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has the
power to "Create positions...for which appropriations have been made by
the council..."; and
WHEREAS, the Department of Research and Development currently
employs two full-time clerical positions, a private secretary who
primarily services the Director and an account clerk who deals with
personnel, payroll, accounting and budgeting; and
WHEREAS, clerical services such as preparing correspondence,
organizing meetings, recording proceedings, preparing, organizing, and
disseminating documents and materials, and answering telephone calls
are an essential part of furthering this administration's goals and
objectives in the areas of both the alternative energy and diversified
agriculture; and
WHEREAS, by creating a Clerk-Typist TAN SR-8 position, the paper
work for the programs of the Department of Research & Development will
flow at an even greater rate as this position would fill a clerical gap
that is presently existing and;
WHEREAS, funds are available in the Miscellaneous Contractual
Services account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Clerk-Typist TAN SR-8 position be created in the
Department of Research and Development.
HE IT FURTHER RESOLVED THAT [$2,770] $1,038.75 be transferred from
the Miscellaneous Contractual Services account into the Regular
Salaries and Wages account.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Research and Development, Civil
Service and Finance.
