WHEREAS, Richard Palmer Smart, owner of Parker Ranch has had a
tremendous influence on the success of that ranch since assuming the
responsibility entrusted to him by his mother which included the
legacy to have employees of the ranch benefit from profits; and
WHEREAS, being of part Hawaiian descent, he especially feels an
obligation to todays employees who are children and grandchildren of
former employees who have been provided with homes and many other
benefits including educational opportunities from proceeds of the
ranch; and
WHEREAS, the contribution he has made to the Kohala communities
has been unprecedented in Hawaiian history and include donations of
land, endowments, structures and other assets geared to civic,
cultural and humanitarian pursuits; and
WHEREAS, the Waimea Hawaiian Civic Club is embarked on an effort
to recognize Richard Smart for his unselfish sharing with the
community and is looking to honoring him during the annual
association of Hawaiian Civic Clubs convention scheduled for
November at the Royal Waikoloan Hotel.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it recognizes the contributions made by Richard Smart to
our island and supports the Waimea Hawaiian Civic Club in their
recognition of an outstanding Hawaiian.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
hereby instructed to transmit copies of this resolution to Mr.
Richard Palmer Smart and the President of the Waimea Hawaiian Civic
Club.

Pursuant to Section 1(d) of Rule 4 of the Rules and Procedures of
the Council of the County of Hawaii, this written approval is
submitted in regards to Resolution No. 323, relating to the honoring
of Richard P. Smart, for waiving said referral from the Committee on
Human Services and Recreation, in order that appropriate action can
be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
