Ruddle, Chairman Hawaii County Housing Agency SUBJECT: Resolution for the Hawaii County Council Hawaii County Housing Fund - HAP Lorraine R Inouye Mayor Brian T. Nishimura Housing Administrator The Office of Housing and Community Development (OHCD) has submitted a resolution transferring appropriated Hawaii County Housing Funds from Operating Reserve Contingency - HAP of $256,000 to Housing Subsidies. I am requesting approval to by- pass the Finance Committee for review and allow the resolution to be included on the Council agenda for action at its next available meeting date. The additional funds are required to cover an extra month of Housing Assistance Payments. The additional month is due to a change required by the last audit, which changed the date payments are made to landlords. This change in accounting procedure will cause the OHCD to make thirteen (13) payments instead of the normal twelve (12) for this Fiscal Year. The OHCD apologizes for the rush, however, the funds are needed to cover payments to be made in June. The OHCD waited till the end of the Fiscal Year to project the amount needed to cover the shortfall. The OHCD has a new Accountant and he was not aware that a Council Resolution was required.
