RESOLUTION No

WHEREAS, the Big Island Housing Foundation (hereinafter "BIHF") wishes
to develop the Waimea Elderly Housing Project (hereinafter "Project") and,
with the assistance of the Office of Housing and Community Development ie
preparing an application to the U.S. Department of Housing and Urban
Development for a Section 202 capital advance authority for the development of
the Project; and
WHEREAS, on June 6, 1990, an Option Agreement was executed between the
BIHF and The Richard Smart Revocable Personal Trust for a 5 acre parcel
identified as TMK: 6-7-02-17 for the Project, as required by 24 CFR 885
(Subpart C) Section 5; and
WHEREAS, the Hawaii County Housing Agency (HCHA) approved the
reprogramming of the 1989 Community Development Block Grant (CDBG) housing for
low and moderate income families project account; and
WHEREAS, the Hawaii County Council passed Resolution No. 312-91, on
April 3, 1991, approving the amended 1989 CDBG application; and
WHEREAS, the Department of Housing and Urban Development (HUD) also
approved the amended 1989 CDBG application on May 14, 1991; and
WHEREAS, the County desires to allot $252,000.00 of Community
Development Block Grant funds for start-up expenses and any unanticipated
costs encountered by the BZHF during the development of the Project; and

WHEREAS, the County desires that said land be developed to provide
decent, safe and sanitary housing to qualified elderly and handicapped "
individuals; and
WHEREAS, the County desires to use its COBG funds to provide affordable
housing for elderly and handicapped individuals of the County of Hawaii.
NOW, THEREFORE, BE IT RESOLVED BY THE HAWAII COUNTY COUNCIL that said
council fully supports and approves the Biq Island Housing Foundations
efforts to develop the Waimea Elderly Housing Project.
BE IT FURTHER RESOLVED, that the Hawaii County Council approve the use
of $252,000.00 CDBG funds for start-up expenses and any unanticipated costs
for the Waimea Elderly Housing Project.
BE IT FURTHER RESOLVED, that copies of this resolution be sent to the
BIHF and the Administrator of the Office of Housing and Community Development.

SUBJECT: Waimea Elderly Housing Project
Resolution for the Hawaii County Council
The OHCD has submitted to the HCHA a Resolution to approve the
development of and the use of $252,000 CDBG funds for the
proposed Waimea Elderly Housing Project.
The HCHA has reviewed and approved the Resolution at its meeting
on June 26, 1991. Accordingly, I am requesting that the
Resolution be included on the Council agenda for action at its
July 3, 1991 meeting.
