Home My WebLink AboutRES 342 Draft 01 1988-1992COUNTY OF HAVIF. ,~ ¥~.,STATE OF HAWAII ~ ,.,, RESOLUTION No. 342 91 WHEREAS, the island of Kaho'olawe is one of the eight major islands which make up the Hawaiian Archipelago; and WHEREAS, this once inhabited island of some 45 square miles, contains hundreds of archeological sites and features, including one of Hawaii's major petroglyph fields, the second largest adze quarry discovered in the Hawaiian Islands, numerous fishing shrines, temples, house structures and burial sites; and WHEREAS, the archeological resources of Kaho'olawe illustrate the detailed and complex record of nearly 1000 years of habitation by the Hawaiian people; and WHEREAS, the island of Kaho'olawe is listed in the United States' National Register of Historic Places in recognition of its historical, cultural, and educational attributes; and WHEREAS, Kaho'olawe is used as a site for religious ceremonies by native Hawaiians; and WHEREAS, the island of Kaho'olawe serves as an educational center for the perpetuation and practice of Hawaiian culture, under the stewardship of the Protect Kaho'olawe Ohana; and WHEREAS, continued bombing and accompanying marine activities may pose threats to the endangered Humpback Whales which frequent the waters around Kaho'olawe to breed and raise their young for more than half of each year; and WHEREAS, the island of Kaho'olawe is currently under the control of the United States' Department of Navy under a 1953 executive order which stipulates that the island be returned to the State of Hawaii when no longer needed for naval purposes; and WHEREAS, a 1980 Consent Decree under which the United States Navy agreed to limit target practice on the island to specific areas and times, and that said decree allowed for individuals to access the island under the supervision of the Protect Kaho'olawe Ohana organization; and WHEREAS, in 1990, United States President, George Bush, directed the Department of the Navy to cease using the island of Kaho'olawe as a bombing target; and WHEREAS, under Executive Order 10436 of 1953, the Federal government affirms that the Department of the Navy will restore the island of Kaho'olawe to a state which is reasonably safe for human habitation upon request by the State of Hawaii; and WHEREAS, the Kaho'olawe Island Conveyance Commission will be submitting recommendations to Congress on the terms and conditions of returning Kaho'olawe Island from the United States to the State of Hawaii as set forth in S. 3088, 101st Congress, 2d Session, and incorporated into S. 3189, 101st Congress, 2nd Session; and WHEREAS, the Kaho'olawe Island Conveyance Commission is currently gathering information pertinent to the future and jurisdiction of Kaho'olawe. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council of the County of Hawaii supports the complete return of jurisdiction and use of the Island of Kaho'olawe to the State of Hawaii. BE IT FURTHER RESOLVED as provided for in Executive Order 10436 that the United States is requested to return Kaho'olawe to the State of Hawaii. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable George Bush, President of the United States; the Honorable H. Lawrence Garrett III, Secretary of the Navy; the Honorable Daniel Inouye, United States Senator; the Honorable Daniel Akaka, United States Senator; the Honorable Patsy Mink, United States Representative; the Honorable Neil Abercrombie, United States Representative; the Honorable John Waihee III, Governor, State of Hawaii; Hannibal Tavares, Chairman, Kaho'olawe Island Conveyance Commission; and the Protect Kaho'olawe Ohana.
