HomeMy WebLinkAboutRES 357 Draft 02 1988-1992COUNTY OF HAVI~A ~ ~~;.=.~,a~'~~'ATE OF HAWAII RESOLUTION No. ~~'~ 92 (DRAFT 2) WHEREAS, the County of Hawaii has more than 265 buildings, which are used for offices, fire stations, police stations, solid waste transfer stations, recreation centers, maintenance sheds and a multitude of other County government and public functions; and WHEREAS, the buildings and other structures in the County inventory are extremely valuable assets which must be maintained and safeguarded for use by government and the public now and for future generations; and WHEREAS, pursuant to Section 2-39, Hawaii County Code 1983, the Chief Engineer is charged with the supervision, direction and control of the construction, repair, maintenance and operation of all County buildings, structures and grounds, not otherwise delegated to any other department of the County; and WHEREAS, the buildings and structures under the charge of the Chief Engineer must be maintained, repaired, rehabilitated and improved on a timely basis to protect the County's substantial public capital assets and to provide adequate, pleasing and safe facilities for the growing population; and WHEREAS, budgetary constraints and the high prioritization for the provision of services have resulted in some deferred maintenance and delayed repairs and rehabilitation for many of the County buildings and structures; and WHEREAS, the cost of such deferred maintenance and repairs escalates as the structural elements of buildings deteriorate from various combinations of generous rainfall, salt air and volcanic emissions and as building materials and labor steadily increase in price; and WHEREAS, the County's present maintenance and repair programs have no comprehensive plan for maintenance, repair, and improvements for its total inventory of buildings and other structures around the island; and WHEREAS, the Council finds that a scheduled preventive maintenance and timely repair program would be a prudent policy to pursue in protecting its investment in County buildings and other structures; and WHEREAS, the Council further finds that the County needs to integrate a short-term and long-term capital program with future financial resources to plan for building maintenance and repair and new facility development; and WHEREAS, the Council further finds that the Building and Improvement Inventory in the County's annual Inventory Listing can be expanded to create a dynamic computer data base which all departments can use to track the condition of buildings and other structures and which can be used to prioritize, schedule and monitor maintenance, repairs and improvements. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mayor, in conjunction with the Chief Engineer, the Director of Finance, the Planning Director and the Director of Parks and Recreation, develop a Plan of Action for maintenance, repair, and improvement for all existing buildings and construction of new buildings. BE IT FURTHER RESOLVED that the Plan of Action address both short term and long term needs, including: 1. Develop digitized information about County buildings and facilities for inclusion in a Geographic Information System to allow tracking and scheduling of maintenance, repair and improvements in response to age of the structure, population trends and use; 2. List all the buildings and structures in the County Inventory and identify the use of each building, including the type of program or government operation and the number of people using it; 3. Evaluate what maintenance, repairs, and improvements need to be done, keeping in mind accessibility requirements for the disabled; 4. Utilize public input by establishing community advisory committees; 5. Prioritize and schedule the maintenance, repairs, and improvements; 6. Estimate the costs for all work; and 7. Identify the funding to be used for the maintenance repairs and improvements. BE IT FURTHER RESOLVED that the Plan of Action be submitted to the Committee on Public Works for review by October 30, 1991.
