RESOLUTION No. 359 91
WHEREAS, Resolution 324-91, adopted on June 5, 19Q1, authorized
the Council Chairman to negotiate an extension to the external audit
examination to include a manaa_ement review of the Electric Data
Processing Program; and
WHEREAS, external audit contractor Deloitte & Touche, has
submitted a proposal, herein attached, which will determine whether
the County's system plan is:
° Realistic in the Current Industry Environment
° Realistic in the Current County of Hawaii Environment
° Complete in Addressing Known User Needs
° Affordable to the County of Hawaii; and
wHF.RF,AS, the external audit contractor has also submitted a
proposed fee of up to $18,000 inclusive of out-of-pocket expenses
and Hawaii General Excise Tax.
NODd, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it accepts and approves the proposal as submitted by
Deloitte and Touche to examine the County's System Plan for
computerization.

Dear Mr. Kokubun:
Thank you for asking Deloitte &Touche to propose our systems consulting
services to the County of Hawaii. We apprectate the time you spent in discussing
your current concerns with the County's System Plan for computerization and
providing background information to Padraic Riley and Ioana Agasa.
Based on these discussions and our experience with similar engagements, we feel
we are best qualified to meet your System Plan review needs. The purpose of this
letter is to define the objectives and scope of our proposed assistance and to
outline our proposed approach, staffing, and timing and fees.
OBJECTIVES AND SCOPE
The scope of this project is to review the current 1991 County of Hawaii
Long-Range Computer System Plan. Specific objectives of the review is to
determine whether the County of Hawaii System Plan is:
• Realistic in the Current Industry Environment
• Realistic in the Current County of Hawaii Environment
• Complete in Addressing Known User Needs
• Affordable to the County of Hawaii
We understand that a copy of the County's System Plan will be available, along
with the current computer equipment budgetary requests. In addition, other
background material, such as Data Processing Project Status Reports will be
available to facilitate our review.
We will provide you with a letter report of our specific recommendations in
improving the County of Hawaii System Plan.

APPROACH
Our approach is to emphasize positive recommendations for improvements in
the County of Hawaii System Plan. In reviewing the County's System Plan, our
focus will be on the following areas:
• Are all the County's departmental (functional) areas addressed? This includes
support for the County s business objectives and critical success factors.
• Does the Plan document key systems architectures?
- Data
- Application
- Technical
• Does the Plan provide current systems assessment?
- F~dsting applications
- Fisting databases and files
- Current projects
• Are the impact of various new technology alternatives assessed?
- Distributed processing
- Local Area Networks
- Wide Area Networks
- Connectivity
- Imaging
• Does the Plan provide a strategic dtrection which includes:
- Technical (Hardware) direction
Application and Data direction
- Migration Plan
- Specific projects and their associated estimated resource requirements
- Overall and specific project timetables
- Project priorities and relationships
STAFFING
We will assign Mr. Padraic Riley, a Senior Manager of the Honolulu Deloitte &
Touche Management Consulting department to this project. Mr. Riley has over
nine years of data processing consulting experience and has participated in the
development of several major System Plans.
In addition, Ms. Laura K Matsuda, Partner in charge of the Honolulu Deloitte &
Touche Management Consulting department will provide concurring review.
Ms. Matsuda has over 14 years of system consulting experience and is responsible
for ensuring the high quality of our projects.

TIMING AND FEES
We are prepared to begin this project at the earliest mutually agreed-upon date.
The protect will require approxunately three weeks to complete. Our
professional fees for this pro~ect will not exceed $18,000 and will include
out-of-pocket expenses and ~awaii general excise tax. Our fee is based on the
estimated professional time required to review a complete System Plan. If the
County of Hawaii System Plan requires less time to review, we will bill only for
the actual time incurred for reviewing and developing the recommendations.
