RESOLUTION No. 3~7 91
WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, the East Hawaii section of the Wastewater Division is
responsible for four (4) wastewater treatment plants, the biggest
being the Hilo plant, which has collection lines over sixty (60)
years old; and
WHEREAS, by an EPA mandate, new collection lines will be
constructed for the Waiakea Houselots, Waiakea Mill Pond, Ainako
Avenue and Kalanianaole Avenue areas; and
WHEREAS, the County of Hawaii will need to properly maintain the
collection system and prevent problems from occurring instead of
reacting; and
WHEREAS, the increased maintenance activities resulting from
this collection system expansion warrants dividing of
responsibilities for the East Hawaii area between two maintenance
crews, each with its own supervisor; and
WHEREAS, presently there is one (1) Sewer Maintenance Supervisor
and three (3) Sewer Maintenance Repairers in East Hawaii; and
WHEREAS, by adding one (1) Sewer Maintenance Supervisor FI-9 and
one (1) Sewer Maintenance Repairer WB-9, each of the East Hawaii
crews would consist of a supervisor and two maintenance repairers;
and
WHEREAS, funds are available in the Contingency Accounts of the
Sewer and General Funds.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Sewer Maintenance Supervisor FI-9 position and
one (1) Sewer Maintenance Repairer WB-9 position be created in the
Department of Public Works, Wastewater Division.
BE IT FURTHER RESOLVED THAT $20,000 be transferred from the
Contingency Account of the Sewer Fund and $20,446 be transferred
from the Contingency Account of the General Fund into the Regular
Salaries and Wages account of the Department of Public Works,
Wastewater Division.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Public Works, Finance and Civil
Service.
