RESOLUTION No.
371 91
WHEREAS, the County of Hawaii through its Housing Agency's
goals and objectives has established as one of its housing goals
to promote new, innovative and flexible housing developments to
meet the changing needs of residents; and
WHEREAS, the County of Hawaii, Office of Housing and
Community Development (hereinafter "OHCD") wishes to develop the
Kawaihae Homeless Shelter (hereinafter "Project") in Kawaihae,
South Kohala, Hawaii; and
WHEREAS, on July 1, 1990, the County Council passed Bill No.
272, Ordinance No. 90-75, to appropriate $270,000 for start-up
expenses and any unanticipated cost during the development of the
Project; and
WHEREAS, the Mayor approved the CIP Allotment Request on May
6, 1991, to allow the OHCD to expend the funds for the
development of the Project; and
WHEREAS, on May 21, 1991, the HCHA approved the development
of the Kawaihae Homeless Shelter Project; and
WHEREAS, a public hearing on this matter has been conducted
in compliance with the requirements of the Section 46-15, Hawaii
Revised Statutes (HRS); and
WHEREAS, the preliminary project plans submitted for said
project are attached hereto as "Exhibit A".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor is hereby authorized to designate the
Kawaihae Homeless Shelter Project as an experimental and
demonstration housing project as provided by Section 46-15, HRS,
upon the acceptance of the land license to the property; and
BE IT FURTHER RESOLVED, that the final plans and
specifications shall constitute the standards for the particular
project.
BE IT FURTHER RESOLVED, that the Mayor is authorized to
designate the Housing Administrator of the County of Hawaii to
serve as the designated County official to administer this
Experimental and Demonstration Housing Project as provided by
Section 46-15, HRS; and
BE IT FURTHER RESOLVED, that copies of this resolution be
sent to the Administrator of the Office of Housing and Community
Development and the Catholic Charities.
