RESOLUTION No. 373 91
WHEREAS, the County of Hawaii, Office of Housing and
Community Development, (hereinafter "OHCD) wishes to develop the
Kawaihae Homeless Shelter (hereinafter "Project") in Kawaihae,
South Kohala, Hawaii; and
WHEREAS, on July 1, 1990, the County Council passed Bill No.
272, Ordinance No. 90-75, to appropriate $270,000 for start-up
expenses and any unanticipated cost during the development of the
Project; and
WHEREAS, the Mayor approved the CIP Allotment Request on May
6, 1991, to allow the OHCD to expend the funds for the
development of the Project; and
WHEREAS, on May 21, 1991, the HCHA approved the development
of the Kawaihae Homeless Shelter Project: and
WHEREAS, the Catholic Charities is qualified as a charitable
organization under Section 501 (c)(3) of the Internal Revenue
Code of 1986, as amended; and
WHEREAS, the Catholic Charities have demonstrated their
ability to operate transitional shelters for the homeless; and
WHEREAS, the Catholic Charities will be engaging a private
developer to assist in the design and construction of the
shelters; and
WHEREAS, the Catholic Charities are ready, willing and able
to construct and operate the Kawaihae Homeless Shelter Project;
and
WHEREAS, the County wishes to ],ave the Catholic Charities
construct and operate the Kawaihae Homeless Shelter on its
behalf;
NOW THEREFORE, BE IT RESOLVED BY THE COUNTY OF HAWAII that
the Mayor is hereby authorized to execute an agreement between
the County of Hawaii, a municipal corporation and the Catholic
Charities, a Hawaii non-profit corporation for the construction
and operation of the Kawaihae Homeless Project; and
BE IT FURTHER RESOLVED that the County Clerk be directed to
forward true copies of this Resolution to the Catholic Charities
and the Office of Housing and Community Development.
