STATE OF HAWAII ~"i 5 91 (DRAF'P 3 ) WHEREAS, Article V, Section 5-1.4(c) of the Hawaii County Charter states that the Mayor has the power to "Create positions...for which appropriations have been made by the council..."; and WHEREAS, the Honokaa Gym, being a large complex, needs aid for programs/activities running both in and out of the facility; and WHEREAS, after proper training and survey of the community, Saturday programs will be offered; and WHEREAS, the Thelma Parker Gym, being one of the well-used facilities in the South Kohala District, is another recreation area in dire need of assistance; .and WHEREAS, having a Recreation Technician II 1/2T for the Honokaa Gym would assist both the Recreation Director II and the District Supervisor at the complex; and WHEREAS, a Recreation Technician III 1/2T placed at the Thelma Parker Gym would work independently; and WHEREAS, additional funds in the salaries and wages account of the Recreation Division of the Department of Parks and Recreation are not needed. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that one (1) Recreation Technician II 1/2T, SR-11 position and one (1) Recreation Technician III 1/2T, SR-13 position be created. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Recreation Technician III position in Pepeekeo was reviewed in conjunction with the Recreation Technician I 1/2 time position in Hakalau. Due to the decreasing number of participants at both centers and our eventual plans to limit services in Hakalau, we transferred the 1/2 time position to service Pepeekeo. At that time, the position was also reallocated to a Recreation Technician III level to enable the individual to do more independent work. Our assessment also found that both the Hamakua and South Kohala districts were in need of additional recreational assistance. The Hamakua district needed an assistant at the Honokaa Gym since the complex is so large and proggrams/activities are both run in and outside of the complex. In addition, we plan to open the facility on Saturdays. After proper training and survey of the community, we hope to offer Saturday programs. The South Kohala District has been growing, and the need for Waikoloa liaison has made us reshuffle the one Recreation Director to cover both the Waimea Community Center and start programs for Waikoloa. However, Thelma Parker Gym, which has been one of our well-used facilities in the d-ts~rict, needs a part-time staff to assist in the programs/supervision. We strongly believe that our review of each vacancy in the department and reassessment of the programs have established sound management requests that are cost effective. Kohala. g, AA('KC,ROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Recreation Technician III position in Pepeekeo was reviewed when it became vacant in conjunction with the Recreation Technician >: 1/2 time position in Hakalau. Due to the decreasing number of participants at both centers, anticipated reduction in users at both facilities with the opening of the Papaikou Gym, and our eventual plans to limit services in Hakalau, we transferred the 1/2 time position to service Pepeekeo. At that time, the position was also reallocated to a Recreation Technician III level to enable the individual to do more independent work and take reservations for Hakalau. Our assessment of all the districts also Pound that both the Hamakua and South Kohala districts were in need of additional recreational assistance. The Hamakua district needed a Recreation Technician II at the Honokaa Gym since the complex is so large and programs/activities are both run in and outside of the complex. This position would assist both the Recreation Director II and the District Supervisor at the complex. In addition, we plan to open the Facility on Saturdays. After proper training and survey of the community, we hope to offer Saturday programs. The South Kohala District has been growing, and the need for a Waikoloa liaison has made us reshuffle the one Recreation Director to cover both the Waimea Community Center and start programs for Waikoloa. However, Thelma Parker Gym, which has been one of our well-used facilities in the district, needs a part-time staff to assist in the programs/supervision. Therefore, the need for a Recreation Technician III 1/2 time to work independently and assist in the districts activities are critical to the growing community.
