RESOLUTION
WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has the
power to "Create positions...for which appropriations have been made by
the council..."; and
WHEREAS, in the fiscal years 1989-91, the State Legislature
appropriated $100,000 per year to the Office of the Prosecuting
Attorney to work on the youth gang problem; and
WHEREAS, a portion of the grant was used to begin development of
the prosecutor's information management system to track youth gang
members; and
WHEREAS, a statewide police project linking the intelligence system
between all the police department gang units has been established; and
WHEREAS, to build this system, vital demographic and crime
information need to be extracted from the police electronically; and
WHEREAS, networking with the Family Court and Juvenile Justice
Information System, as well as the State's Offender Based Transaction
System need to be done; and
WHEREAS, creating two (2) Data Processing Analyst positions would
be vital to the proper development of the networking system to enhance
prosecution and law enforcement efforts in all parts of the juvenile
and criminal justice systems; and
WHEREAS, salaries for one (1) Data Processing Systems Analyst II,
SR-24, and one (1) Data Processing Systems Analyst I, SR-22, would be
provided by the Youth Gang Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Data Processing Systems Analyst II, SR-24 and one
(1) Data Processing Systems Analyst I, SR-22 be created in the Office
of the Prosecuting Attorney, for as long as the State Legislature
provides funding for the Youth Gang Program.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service and the
Office of the Prosecuting Attorney.
