RESOLUTION
WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, the recent Data Processing Review and Long Range Plan
of the County of Hawaii has revealed that County departments and
agencies will be relying more on personal computers to meet their
immediate needs; and
WHEREAS, County departments and agencies would like more advice
and assistance in the area of personal computers; and
WHEREAS, due to the shortage of staff and continual demands for
advice, assistance, and support from County departments and agencies
in many other data processing areas, the Data Processing staff has
not been able to provide guidance and support in the area of
personal computers in the past; and
WHEREAS, by creating a Data Processing Systems Analyst, SR-24
position, Data Processing will be able to increase involvement,
coordination, support, and leadership in the area of personal
computers; and
WHEREAS, County departments and agencies will derive many
benefits, and the County's data processing program will be
strengthened from the creation of this position; and
WHEREAS, creation of this position will enable improved controls
over the purchase, coordination, and proper use of personal
computers; and
WHEREAS, the Data Processing Review and Long Range Plan of the
County of Hawaii specifically calls for the creation of such a
position during implementation of the plan; and
WHEREAS, funds are available in the Contingency Account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Data Processing Systems Analyst, SR-24 position
be created in the Department of Finance, Data Processing Division.
BE IT FURTHER RESOLVED THAT $24,651 be transferred from the
Contingency Account into the Regular Salaries and Wages account of
the Department of Finance, Data Processing Division.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service.
