COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION N0. 3~3 ~~

WHEREAS, Hawaii's residents are currently served by Hawaiian
Airlines which has been serving the State for 62 years and Aloha
Airlines which has been in operation for the past 45 years; and
WHEREAS, these two airlines provide inter-island air flights
to all major islands including those smaller airports not served
by direct mainland flights, including Hilo and Waimea airports in
Hawaii County; and
WHEREAS, United Airlines is currently considering entering the
inter-island air transportation market; and
WHEREAS, United Airlines, as one of the nation's larger air
carriers, is aggressively expanding its international market and
likewise seeking to establish a dominant position in Hawaii's
market; and
WHEREAS the Hawaii County Council recognizes and appreciates
United Airlines' strong marketing support of Hawaii's tourism
promotional efforts and hopes to enjQv future cooperative programs
with United Airlines: and
WHEREAS, a 1991 General Accounting Office study has concluded
that the number of smaller airlines is likely to continue to
decline as the larger global carriers take-over the air
transportation market by raising fares and reducing the number of
unprofitable routes; and
[WHEREAS, airline industry deregulation was originally
intended to provide a more competitive market that would result in
lower fares and more convenient flights, but which has, in fact,
proven otherwise; and
WHEREAS, during the 13 years since Federal deregulation of the
airline industry was first enacted, nearly 200 smaller airlines
have begun operations and subsequently failed;]
WHEREAS, the entry of United Airlines or any other major
airline into Hawaii's inter-island air transportation market will
seriously threaten the economic viability of Hawaiian Airlines and
Aloha Airlines, and would not be in the best interests of Hawaii's
residents; and
WHEREAS Hilo International Airport is capable of serving
WHEREAS, United Airlines serves Japan and other international
destinations.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it opposes the planned entry of United Airlines into
Hawaii's inter-island market; and
BE IT FURTHER RESOLVED that it opposes the entry of any other
maior airline into Hawaii's inter-island market
inter-island market by selecting only profitable routes which will
result in severe economic consequences for our inter-island
carriers and not in the best interest of Hawaii's residents.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to The Honorable
Daniel K. Inouye, United States Senator; The Honorable
Daniel K. Akaka, United States Senator; The Honorable
Neil Abercrombie, United States Representative; The Honorable
Patsy T. Mink, United States Representative; The Honorable
John D. Waihee III, Governor of the State of Hawaii; The Honorable
Richard S. H. Wong, President of the State Senate; The Honorable
Daniel J. Kihano, Speaker of the State House of Representatives;
The Honorable Lorraine R. Inouye, Mayor of Hawaii County;
Mr. Stephen Wolfe, President of United Airlines;
Mr. John Ueberroth, Chairman and Chief Executive Officer of
Hawaiian Airlines, Inc.; and Mr. A. Maurice Myers, President and
Chief Executive Officer of Aloha Airlines, Inc.
