RESOLUTION N0. 384 91
WHEREAS, twice during each biennium, the State of Hawaii and
each of its counties must recruit over 5,000 volunteers to serve as
election workers; and
WHEREAS, most of these election officials are required to serve
for at least twelve consecutive hours on election days; and
WHEREAS, in appreciation for their community service on
election day, these election officials have been given token
compensations ranging from $65.00 to $145.00 for each day of
service; and
WHEREAS, the Council of the County of Hawaii understands that
the counties have been experiencing a high turnover in election
workers with dropouts ranging from 10$ to 25's between elections; and
WHEREAS, the Council understands that one of the reasons for
the election worker turnover is the withholding of 1.95$ of an
election workers compensation for Social Security when the
compensation exceeds $100.00 in a year; and
WHEREAS, the Council further understands that during the 1990
Primary and General Elections, the State of Hawaii withheld
$7,385.33 from its election workers for Social Security at an
estimated administrative and processing cost of $5,000.00; and
WHEREAS, the Council of the County of Hawaii understand that
Congressman Barney Frank (D-Mass) has introduced H.R. 1691 before
the 102nd Congress which will amend Title II of the Social Security
Act by excluding from coverage any service performed by election
officials or election workers on election days.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports H.R. 1691 and the exclusion from Social
Security withholding, any earnings by election officials on election
day.
BE IT FURTHER RESOLVED that a copy of this Resolution be
transmitted to the Speaker of the United State House of
Representatives, the President of the United States Senate, Hawaii's
Congressional Delegation, and to the Association of Clerks and
Election Officials of Hawaii.
