RESOLUTION N0. 385 9i
WHEREAS, Article V, Section 5-1.4(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, the Vice Section of the Hawaii County Police Department
generates drug related investigations for a large number of
defendants, and these types of activities related to drug
prosecution all require the use of an experienced investigator; and
WHEREAS, investigative services for deputy prosecutors would be
better served on a ratio of one investigator to two or three
deputies to ensure proper and adequate investigative assistance in
all cases; and
WHEREAS, there is a definite need for creating an additional
Investigator V, SR-24, position to work on the complex drug cases;
and
WHEREAS, a very viable candidate, an experienced police officer
and detective familiar in the field of computers and the Western
States Information Network (WSIN) whose main concern is narcotics
investigation, is available from the Police Department; and
WHEREAS, funds are available in one of the the Prosecuting
Attorney's regular salaries and wages account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Investigator V, SR-24 position be created in the
Office of the Prosecuting Attorney.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of the Prosecuting Attorney and the
Departments of Finance and Civil Service.
