RESOLUTION No. 3~1 91'
URGING THE STATE OF HAWAII DEPARTMENT OF HEALTH TO EXPEDITE WITH ALL
DUE DISPATCH, THE NECESSARY PERMITTING ACTION TO AUTHORI7E THE
HAWAII ELECTRIC LIGHT CO. (HELLO) TO CONSTRUCT AND OPERATE ITS
PLANNED 20 MEGAWATT COMBUSTION TURBIPdE ELECTRIC GENERATOR (CT-3) AT
KEAAU, HAWAII.
WHEREAS, the citizens of Haoraii County have a reasonable
expectation of continuous and uninterrupted electric service; and
WHEREAS, electric service interruptions potentially threaten
both the physical and economic safety and health of residents and
visitors; and
WHEREAS, the citizens of Hawaii County, especially large power
users such as hotels and the Department of Water Supply, have
unselfishly cooperated by conserving energy during periods of
electric generation shortfall; and
WHEREAS, reliance on delivery of energy from newly developed
firm capacity geothermal sources continues to elude us with no
certainty as to when such a resource will become commercially
operational; and
WHEREAS, HELLO does not enjoy the luxury of any transmission
intertie arrangement enabling the borrowing of capacity from any
neighboring electric utility due to our insular geographic status;
and
WHEREAS, the electric generator units, both those owned and
operated by HELLO and those owned and operated by independent power
supplier Hilo Coast Processing Co., have had to defer or suspend
normal scheduled and critically important unit overhaul, further
jeopardizing their efficiency and reliability; and
WHEREAS, HELLO has provided the Department of Health all the
necessary data and satisfied all the procedural steps required; and
WHEREAS, HELLO has taken delivery from the manufacturer of the
major components, that is the turbine and generator, at Keaau, and
stands ready to commence construction on an accelerated basis to
bring the new unit on line in the shortest possible time.
NOW, THEREFOP.E, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it hereby urges the State of Hawaii Department of Health
to fully commit all the necessary resources at its disposal to
expedite with all due dispatch, the necessary permitting action to
authorize HELCO to construct and operate its planned 20 megawatt
combustion turbine electric generator (CT-3) at Keaau, Hawaii.
BE IT FURTHER RESOLVED that certified copies of this resolution
be transmitted to the Honorable John D. Waihee, Governor of the
State of Hawaii; the Honorable Lorraine Inouye, Mayor of the County
of Hawaii; Dr. John Lewin, Director, Department of Health; Mr. Yukio
Naito, Chairman, Public Utilities Commission; and Mr. Warren H. W.
Lee, President, HELCO.

SUBJECT: Resolution Regarding HELCO's 20 Megawatt Combustion
Turbine Electric Generator at Keaau
Attached please find a resolution urging the State of Hawaii
Department of Health to expedite the permit approval process to
allow HELLO to commence with the construction of their
20 megawatt combustion turbine generator at Keaau.
HELLO has patiently awaited the commercial development of energy
from geothermal sources, but to date delivery on a timely basis
has not materialized. Existing generation units have had to
extend their service dates thereby jeopardizing their efficiency
and reliability.
The State Department of Health will be reviewing HELCO's permit
application for the 20 megawatt unit in Keaau. We would strongly
urge the Council to support the resolution encouraging the State
Department of Health to expedite their approval of the permit
application.
We request that this resolution be waived from Committee referral
and be placed on the December 18, 1991 Council agenda. This
urgency is requested because we understand that HELCO's
application may be heard on the same date and our support should
be submitted in time for their consideration.

RE: Resolution regarding HELCO's 20 Megawatt Combustion
Turbine Electric Generator at Keaau
Pursuant to Section 1(d) of Rule 4 of the Rules of Procedure of
the Council of the County of Hawaii, this written approval is
submitted in regards to Resolution No. 391 , a resolution
regarding HELCO's 20 megawatt combustion turbine electric
generator at Keaau, waiving said referral from the Committee on
Economic Development, in order that appropriate action can be
taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
