HomeMy WebLinkAboutRES 399 Draft 02 1988-1992COUNTY OF HAWAII;,..,;;a_,._STATE OF HAWAII RESOLUTION No. 399 92 (DRAFT 2) WHEREAS, since January 3, 1983 the eruption of Kilauea Volcano's East Rift has continued to annually produce tens of thousands of tons of sulfur dioxide emissions; and WHEREAS, these volcanic emissions convert to sulfates, commonly known as vog that noticeably affect the air quality of the Big Island; and WHEREAS, for the past two years the American Lung Association has worked cooperatively with the University of Hawaii's School of Public Health to carry out prescribed sampling and analysis of airborne volcanic emissions on the Big Island; and WHEREAS, the County Council, through the adoption of Resolution 272-91, has sought to obtain funding for the aforementioned air quality monitoring program from the Stare Legislature; and WHEREAS, epidemiological studies have associated high sulfate levels with aggravation of asthma, heart and lung diseases, and acute respiratory disease; and WHEREAS, hospital emergency room physicians on the Big Island have observed an increase in the number of patients seeking help for respiratory distress during times of vog episodes; and WHEREAS, the American Lung Association has now proposed a companion program to examine the effects of volcanic emissions on the health of Big Island residents; and WHEREAS, by providing t_he technical staff, management and analysis, the American Lung Association is requesting financial assistance from the County to conduct this survey. NOW.~'HEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council recognizes the importance and the need for this effbrt and supports its undertaking by the American Lunq"Association of Hawaii to examine the impacts of volcanic emissions on human health. ~ f ~~ ~.. ,._ BE IT FURTHER RESOLVED that the Hawaii County Council authorizes Mayor Lorraine R. Inouye to execute an agreement between the County of Hawaii and the American Lung Association of Hawaii to provide funding in the amount of $5,000 for the implementation of a human health study relating to volcanic emissions. BE IT FURTHER RESOLVED that the County Clerk be directed to forward true copies of this resolution to the Honorable Lorraine R. Inouye, Mayor of the County of Hawaii; James Morrow, Director of Environmental Health, American Lung Association of Hawaii; Amy Hamane, Hawaii Branch Office Director, American Lung Association of Hawaii.
