RESOLUTION N0. X01 92
WHEREAS, Article V, Section 5-1.4(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, the necessity to have well-trained and dedicated
lifeguards at the beaches is important to the local community as
well as to the tourists; and
WHEREAS, currently, the five South Hilo beach parks are limited
to weekend coverage; and
WHEREAS, the need for a seven-day coverage is evident by the
growing number of users at the. beach parks during the week; and
WHEREAS, with the demise of Kaimu Beach and Kalapana Beach,
three Water Safety Officer II 3/lOT positions have already
supplemented the South Hilo staff to provide backup coverage; and
WHEREAS, by increasing the hours for three Water Safety Officer
II 3/lOT, Position Nos. 2859, 2868, and 3604, to 3/4T, Onekahakaha,
Honoli'i, and Richardson would be provided with seven day coverage
and all five South Hilo beaches would have weekend coverage; and
WHEREAS, funds are available in the regular salaries and wages
account of the Aquatics Division.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position Nos. 2859, 2868, and 3604, Water Safety Officer
II 3/lOT, SR-15, be changed to Water Safety Officer II 3/4T, SR-15.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks & and Recreation, Finance,
and Civil Service.
