RESOLUTION N0. 402 92
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, Article VII, Section 7-2.2(d) of the Hawaii County
Charter authorizes the Police Commission to receive, consider, and
investigate charges brought by the public against the conduct of the
department or any of its members; and
WHEREAS, Article VII, Section 7-2.2(f) of the Hawaii County
Charter authorizes the Police Commission to hire personnel necessary
to carry out its functions; and
WHEREAS, by creating a Police Reporter, SR-15 position, the
Police Commission would be able to initiate and enact the Hawaii
County Charter Amendment of 1990; and
WHEREAS, the Police Commission also desires to hire a
contractual investigator; and
WHEREAS, the following equipment is necessary for the Police
Reporter to carry out the functions of the office:
1 desk 425.00
1 chair 250.00
1 typewriter 800.00
1 file cabinet 300.00
1 calculator 150.00
1 typewriter stand 125.00
1 telephone 350.00
1 personal computer 6,000.00
WHEREAS, funds are available in the Contingency Account of the
General Fund.
NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That a Police Reporter, SR-15 position be created.
2. That funds be transferred from the Contingency Account of
the General Fund into the Police Commission's accounts as follows:

010-201-5201.06-454

BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance, and Civil Service.
