RESOLUTION No. 404 92
WHEREAS, the Pu'u O'o vent at the Kilauea Crater on the Big
Island of Hawaii has been actively producing lava since its
eruption in 1983; and
WHEREAS, output of lava from the volcano has produced vog, or
sulfur dioxide gas, and laze, the emission of hydrogen chloride
produced by the lava reacting with the salt water as it enters the
ocean; and
WHEREAS, Studies have associated high emissions of vog and
laze with aggravation of asthma, aggravation of heart and lung
disease in the elderly, subtle decreases in childhood lung
function, and increases in acute respiratory disease in children;
and
WHEREAS, the State Department of Health has provided funding
for the University of Hawaii's School of Public Health and the
American Lung Association to monitor the air quality of the Big
Island to further determine the adverse effects of the chemicals
found in vog, to what extent public health is being affected, what
type of public information and education programs are needed, and
what additional government actions may be required; and
WHEREAS, the University of Hawaii School of Public Health and
the American Lung Association want to continue the volcanic
emissions sampling and analysis program; and
WHEREAS, the Hawaii Vog Authority has adopted a position to
support further State funding for FY 1992-1993 to continue the
sampling and analysis programs; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
supports the Hawaii Vog Authority's position and urges the State
Legislature to approve the funding thereby enabling continuation
of the critical sampling and analysis of volcanic emissions.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable Richard S.H.
Wong, President of the Senate; the Honorable Daniel J. Kihano,
Speaker of the House; the Honorable Mike McCartney., Chair, Senate
Education Committee; the Honorable Mary-Jane McMurdo, Chair,
Senate Health and Human Services Committee; the Honorable David Y.
Ige, Chair, House Higher Education and Arts Committee; the
Honorable James Shon, Chair, House Health Committee; Dr. Jerrold
M. Michael, Dean, School of Public Health, University of Hawaii at
Manoa; and Dr. John C. Lewin, Director, State Department of Health.
