WHEREAS, the Council of the County of Hawaii finds that
there is a proliferation of private and public golf courses on
the Island of Hawaii in various stages of development, either
in operation, under construction, with permits granted, or with
permit applications pending; and
WHEREAS, `here appears to be a continuing trend and impetus
for construction of additional golf courses due to the national
and international popularity of the game; and
47HEREAS, golf courses are curren`_ly reviewed and permitted
through various land use approval processes; and
WHEREAS, golf course development has become a major land
use activity and its impact on surrounding communities and
environments should be uniformly and stringently reviewed under
zoning provisions as is required of other major land use
activities; and
WHEREAS, the County Council is now considering Bill 561
which proposes amendments to the zoning code relating to golf
courses and pursuant to Chapter 25, Article 1, Division 3,
Section 25-21, Hawaii County Code, said bill is subject `_o
review of the Planning Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that pursuant to Chapter 4, Section 5-4.2(i), Hawaii
County Charter, it hereby directs the Planning Director to
expeditiously process Bill 561 to the Planning Commission in
order that the Planning Commission can consider Bill 561 a` its
next scheduled meetings in Hilo and Kona.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
directed to transmit true copies of this resolution to Norman
Hayashi, Planning Director; Mike Luce, Chairman, Hawaii County
Planning Commission; and the Honorable
Lorraine R. Inouye, Mayor, County of Hawaii

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY

Director to [temporarily suspend actionon all pending golf
course permit applications until such time as the Planning
Commission, County Council, and Mayor have acted on Bill 92-561
which proposes amendments to the zoning code relating to golf
courses] expeditiously process Bill 561 to the Planning
Commission in order that the Planning Commission can consider
Hill 561 at its next scheduled meetings in Hilo and Kona.
[BE IT FURTHER RESOLVED that the Council urges the Planning
Commmision to defer action on permit applications for golf
course development pending their review and final enactment of
Bill 92-561.1
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
directed to transmit true copies of this resolution to Norman

Planning Commission; and the Honorable
