WHEREAS, the Council of the County of Hawaii annually examines
the proposed Operating and Capital Improvements Budgets for the
County of Hawaii during its annual budget review; and
WHEREAS, of special interest for this year's budget review will
be the County's total requirement for office space; and
WHEREAS, the Council is aware that the County of Hawaii has
entered into several lease agreements for office space to enable its
various departments and agencies to broaden and improve their
delivery of services to the community; and
WHEREAS, the Council believes that these lease arrangements may
be only_costly economic short term solutions to an overall space
problem which could be better managed by the County of Hawaii and
needs to be immediately addressed; and
WHEREAS, the Council desires an evaluation of all the
operational space requirements along with projections for future
space needs for the County in order to begin and develop possible
capital expansion plans in its different districts.
WHEREAS, the County is expending nearly $500,000 a year in lease
rent for office space in West Hawaii which if utilized to retire
general obligation bonds would be sufficient to acquire or construct
an office building;
NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests the Administration to conduct a study to
determine the overall and future office space requirements for the
County of Hawaii.
BE IT FURTHER RESOLVED that the study be completed in time for
the Council 1992-1993 fiscal review of the Operating and Capital
Improvements Budgets.
BE IT FURTHER RESOLVED that the Administration determine and
submit to the Council a timetable with projected costs of acquiring
an office building or constructing a County building to meet our
space needs in West Hawaii by April 15, 1992.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
deliver a copy of this resolution to the Honorable Lorraine R.
Inouye, Mayor of the County of Hawaii.
