RESOLUTION No. 410 92
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, during the past few years, there has been an increase
in the demand of the Prosecuting Attorney and the First Deputy
Prosecutor in the day to day operations of the office with regard to
managing and supervising fiscal, personnel, equipment, facilities
maintenance, coordination of staff meetings, training, and other
administrative services; and
WHEREAS, statewide law enforcement coalitions, juvenile justice
concerns, domestic violence, drug enforcement, the statewide
criminal justice system computerization, etc. has increased the
responsibilities of the Prosecutor and his First Deputy on a
statewide basis; and
WHEREAS, an increase in violent crimes on the Big island has
raised police referrals from approximately 600 in 1984-85 to an
average of 1,200 cases a month in 1991, with a high of 1,700 cases
in November, 1991 alone; and
WHEREAS, the administrative infrastructure of the office has
lagged behind with administrative staff taking on dual and triple
roles to get the job done; and
WHEREAS, establishing an Administrative Assistant,. EM-3,
position would accomplish a wider range of tasks required for the
effective and efficient operation of the Office of the Prosecuting
Attorney as well as maintain cooperative and effective relationships
with public officers, office personnel and members of the general
public; and
WHEREAS, the Office of the Prosecuting Attorney has funds
available in its Regular Salaries and Wages account.
NOW, THEREFORE, HE IT RESOLVED HY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Administrative Assistant, EM-3, position be
created and that funds are available in the Regular Salaries and
Wages account.
HE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of the Prosecuting Office and the
Departments of Finance and Civil Service.
