RESOLUTION No. _ 4l~ 92
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, the burgeoning caseload of the Office of the
Prosecuting Attorney has resulted in additional requests for victim
and witness services; and
WHEREAS, out-of-state victims and witnesses must have travel
arrangements made to ensure that cases are processed and tried in a
timely manner; and
WHEREAS, the Victim/Witness Unit is called upon to assist in the
account of restitution to victims; and
WHEREAS, an increase in caseload has also emphasized the need
for providing direct services to victims and witnesses of abuse,
assault, and felony offenses against persons, including counseling
and information dissemination, and apprising victims and witnesses
of their rights and services available through the criminal justice
system; and
WHEREAS, establishment of a Victim/Witness Counselor Ii, SR-22,
and Account Clerk, SR-11, positions would serve to promote aid to
victims and address victims' needs ensuring timely process through
the criminal justice system; and
WHEREAS, the funding for the positions would be through the
State's grant for the Victim/Witness Unit until the end of fiscal
year 1991-92, then funded by the County beginning fiscal year
1992-93.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Victim/Witness Counselor II, SR-22, position and
one (1) Account Clerk, SR-11, position be created and that funds are
available in the Victim/Witness Unit until the end of the fiscal
year 1991-92, then funded by the County beginning fiscal year
1992-93.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of the Prosecuting Office and the
Departments of Finance and Civil Service.
