RESOLUTION No. 421 92
RESOLUTION OF THE COUNTY COUNCIL OF THE COUNTY OF HAWAII
AUTHORIZING THE EXEMPTIOIZ OF ZONING CODE REQUIREMENTS FOR A
MULTIPLE-FAMILY RESIDENTIAL SITE WITHIN THE WAIKOLOA VILLAGE
AFFORDABLE HOUSING PROJECT PURSUANT '1°O CHAPTER 46-15 OF THE
HAWAII REVISED STATUTES.
WHEREAS, the County of Hawaii wishes to designate a site
within the Waikoloa Affordable Housing Project for the immediate
development of a multi-family rental project; and
WHEREAS, a master plan prepared by Nansay Hawaii for the
279-acre Waikoloa Village Affordable Housing Project identified
Site No. 19, located adjacent and to the north of the Paniolo
Estates Subdivision, as the most feasible site for immediate
development; and
WHEREAS, there are two potential development projects being
considered for Site No. 19 which could provide Federal and/or
State subsidies for low income rental units in the South Kohala
district; and
WHEREAS, Nansay Hawaii is preparing to submit a low income
housing tax credit application to the State Housing Finance and
Development Corporation by March 18, 1992; and
WHEREAS, the opportunity to take advantage of the Federal
and State subsidies for low income rental units could be lost
unless a multi-family site is designated and made available; and
WHEREAS, the development of low income rental units within
the Waikoloa Affordable Housing Project will be consistent with
the objectives of Section 46-15, HRS.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that Site No. 19, identified on a map attached hereto
as Exhibit A, is hereby redesignated from a Single Family
Residential 10,000 square foot (RS-10) to a Multiple Family
Residential 2,500 square foot (RM-2.5) zoned district.
BE IT FURTHER RESOLVED that the Mayor is authorized to
designate the Housing Administrator of the County of Hawaii to
serve as the designated County Official to administer the
Experimental and Demonstration Housing Project as provided by
Section 46-15, HRS.
BE IT FURTHER RESOLVED that copies of this Resolution be
sent to the Administrator of the Office of Housing and Community
Development and Nansay Hawaii.
