RESOLUTION No. 423 92
WHEREAS, there is no dispute that a judiciary building
should be constructed in Hilo to accommodate •the space
requirements;
WHEREAS, the project will be financed in total by State
tax dollars;
WHEREAS, there is numerous capital improvements projects
throughout the State in other counties that are vying for
limited state tax dollars;
WHEREAS, the judiciary is presently engaged in reviewing
the various alternative sites;
WHEREAS, every site suggested has particular problems;
WHEREAS, the present construction plans and design call
for a single structure of the office complex being constructed
on the parking structure;
WHEREAS, the judiciary is presently engaged in
discussions to reduce the overall cost of r_he building;
WHEREAS, the judiciary building could be divided into
two structures: parking and building;
WHEREAS, a compromise solution would be to locate the
building on the mauka parking lot of the present State building
and lessen the impact of the view plane of the residents of the
Hilo Lagoon as compared to the original structure and design;
BE IT FURTHER RESOLVED, that the Clerk of the County of
Hawaii deliver a copy of this resolution to the Honorable
Lorraine R. Inouye, Mayor of the County of Hawaii, Honorable
Governor John Waihee, Speaker Daniel Kihano, President Richard
Wong, Representative Joseph Souki, Senator Mamoru Yamasaki,
Senator Russell Blair, and Representative Wayne Metcalf.
