RESOLUTION N0. 427 92
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, on December 30, 1991, the Police Department completed
centralization of the radio dispatching and call taking; and
WHEREAS, although all 22 radio dispatcher positions are filled,
the number of call takers and dispatchers continues to be inadequate
due to the requests for emergency services together with an
increasing number of radio communications, call routing and general
information requests; and
WHEREAS, as E-911 is expected to be implemented in September,
1992, dispatcher positions are needed immediately to allow a
sufficient training period for the new personnel; and
WHEREAS, the efficiency of the radio dispatching and call taking
is essential for public and officer safety; and
WHEREAS, the quality of service of E-911 must not be
compromised, and the expectations of the community must be met; and
WHEREAS, creating eight (8) Police Radio Dispatcher II SR-16
positions would remedy a major obstacle in the smooth implemention
and carrying out of the E-911 system; and
WHEREAS, funds are available in the Contingency Account of the
General Fund.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That eight (8) Police Radio Dispatcher II, SR-16 positions
be created.
2. That $98,480 be transferred from the Contingency Account of
the General Fund into the Police Administration's Regular Salaries
and Wages Account.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
