RESOLUTION N0. 4~0 92
WHEREAS, since January, 1983, the Kilauea Volcano eruption has
destroyed 181 residences and numerous other structures, including
the Waha'ula Visitor Center, one church, and the Kalapana Drive-in;
and
WHEREAS, Kalapana Black Sands Beach, a popular surfing area and
a famous "beauty spot" covering 11.43 acres, was consumed by lava,
destroying a favorite area enjoyed by local residents and tourists
for swimming, sunbathing, fishing, sightseeing, picnicking,
snorkeling, and spearfishinq; and
WHEREAS, Kalapana Beach Park, consisting of 14.9 acres, of which
5.42 acres were beachfront, was a popular shorecasting and
spearfishinq spot; and
WHEREAS, also destroyed was the Harry K. Brown Park, 22.8 acres
in size, which was utilized for picnicking, camping, as a
playground, and a meeting place for the community; and
WHEREAS, a surfing area off the shore of the Harry K. Brown Park
known as "Drainpipe", now completely covered with lava, was an area
utilized for surf meets, long-distance canoe races, windsurfing,
sandsliding, and boogeyboarding; and
WHEREAS, the two remaining developed shoreline parks, Isaac Hale
(or Pohoiki) Park, a small County facility of 1.79 acres, and
Mackenzie State Park, do not allow swimming; and
WHEREAS, while impossible to duplicate the many unique features
of the Kalapana-Kaimu area, the County of Hawaii has identified
parcels of land in the same general vicinity, which can be developed
into swimming areas and parks similar to what was lost at Kalapana
Black Sands Beach, Kalapana Beach Park and Harry K. Brown Park; and
WHEREAS, three of the parcels identified are currently being
offered for sale; and
WHEREAS, these three parcels are adjoining lots, totalling 5.95
acres, with 550 feet of ocean frontage; and
WHEREAS, one of the three parcels contains a half-acre warm
spring pond, which is connected to the ocean by a narrow channel,
provides a safe swimming area; and
WHEREAS, these parcels will require minimal improvements to turn
them into a county park; and
WHEREAS, once fully improved, this park will be able to
accommodate many children and adults for swimming, picnicking, whale
and dolphin watching, sunbathing, shoreline fishing; and
WHEREAS, a fourth parcel has also been identified in the same
area, which is adjacent to the County's current park at Pohoiki Bay
and across the bay from Isaac Hale; and
WHEREAS, this fourth oceanfront parcel totals 36.047 acres and
is located in an ideal surfing and swimming area; and
WHEREAS, the County wishes to immediately pursue the feasibility
of purchasing all four parcels and developing them into swimming
areas and county parks; and
WHEREAS, the County wishes to ezplore funding options and
perform cost and feasibility studies prior to making a final
commitment for the parcels; and
WHEREAS, by entering into option agreements to purchase the
properties, the County will not be bound to purchase them should
total funding not be available or park development be unfeasible.
NOW, THEREFORE, SE IT RESOLVED by the Council of the County of
Hawaii:
1. That the Mayor is hereby authorized to enter into an option
to purchase agreements for the following parcels of land in Pohoiki:
TMK: 1-4-2-5 (1.3613 Acres)
TMK: 1-4-2-6 (1.7950 Acres)
TMK: 1-4-2-61 (2.7870 Acres)
TMK: 1-3-8-34 (36.047 Acres)
2. That $98,685 be transferred from 010-911-5911.13-341
Contingency Account into 010-911-5912.94-115 Puna Park Acquisition
account.
