RESOLUTION
WHEREAS, the records of the Hawaii County Government date
back to the early 1900's; and
WHEREAS, the records filed with the County Clerk are
voluminous; and
WHEREAS, the Council finds that there is a need to preserve
the older records, maintain the present records and develop a
retrieval system for all records; and
WHEREAS, the Council['s budget for the 1991-92 fiscal year
include $36,000] has budgeted adequate funds for a records
management contract.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it finds it necessary that a consultant be hired
to analyze the records of the Council and to advise the Council
as to how it should pursue with its records management efforts.
BE IT FURTHER RESOLVED that pursuant to Section 13-13 of the
Hawaii County Charter that it hereby requests the Mayor to sign
the contract in behalf of the County Council.
BE IT FURTHER RESOLVED that copies of this resolution be
transmitted to the Honorable Lorraine R. Inouye, Mayor and
Mr. William Takaba, Director of Finance.

Your Committee on Finance, to which was referred Resolution
No. 432-92, reports as follows:
The purpose of Resolution No. 432-92 is to hire a records consultant.
Communication No. 3505, from Deputy County Clerk Robert Shioji,
dated March 30, 1992, transmits resolution 432 which requests the
Administration to use monies available in the Council's 1991-92
budget earmarked for a records management contract to hire a records
consultant. The Deputy County Clerk states that the increased
volume of public records received annually makes it very difficult
for the Council Services staff to upkeep the records file under the
present system. Attachment "A", containing provisions which should
be included in the contract, is submitted with Resolution 432.
Your Committee discussed that a records management system be
established to protect and maintain County archives and to retrieve
information in order to fulfill the public assess mandate. The
records consultant will identify which records are to be kept and
evaluate the resources which are currently available.
Your Committee on Finance concurs with the intent of Resolution
No. 432-92 and recommends its adoption.
